That is correct. It is an audio feature.
What is your use case? Adjusting subtitles without also adjusting audio and video wouldn't make much sense.
You may be able to do it with a dedicated subtitles application, such as SubtitleEdit.

I am saying it, cause you could apply delay in previous v3.34. So it was an audio & subtitle feature previously.

1. To apply delay/hasten so that it will be in sync with Desired audio/video track.
2. eac3to D:\Z\Ghost.in.the.Shell.1995.1080p.JPN.Blu-ray.AVC.LPCM.2.0-0xC0 1) 1:Chapters.txt 3:Japanese.flac -2002ms 4:English.flac -2002ms 5:Japanese.* -2002ms 6:English.* -2002ms -log="JPN - 2017 - Bandai Visual.txt"
3. Yes. It works with v3.36. Same to Same command line.
4. I demuxed .sup this time without applying any delay, just the raw file. It's timestamp was same as the one with the delay applied on it. I used Subtitle Edit for checking.
