Additionally, if Pinterf/Qyot27 post an update, can just copy the x86 avisynth.dll and devil.dll into the current x86 AVS+ folder,
and same for x64. The version_to_install info displayed in setavs.cmd will be wrong but no big deal.
Groucho has gone AWOL for some time now, so not updated.
I wonder, does that mean the avisynth+ universal installer is no longer maintained ?

No source code, so it might not be maintained

The source is there. setavs.cmd is a batch file. It can be easily modified. Looks like Grouchie had another meltdown.
