Support forum for DG Tools

Hi, I would like to know of a utility or plugin that will allow to create a diffused small area to cover people's faces on videos, to avoid individual identification. Ideally looking for something manageable in VirtualDub or similar application.

If such software exists, is the area static in created location, or can it be moved as the movie progresses?
